Developer sought to demolish Twin Oaks, redevelop area

The search continues for a prospective developer for the University's Oak Street West Development project.
The chosen developer will be responsible for demolishing Twin Oaks and creating an area that fits in with the UMKC campus and produces revenue.
Interim Chancellor Stephen Lehmkuhle spoke about the project at a Nov. 22 town hall meeting with faculty.
"That particular project needs to move forward for us to help deal with some of those challenges we have around Twin Oaks," Lehmkuhle said.
Twin Oaks is one of three facilities the University is looking at redeveloping.
The objective for the Oak Street West Development project states that "UMKC is seeking a developer to finance and build a Student Apartment Complex and other facilities which may include, but are not limited to, market-rate residential, commercial-retail, or commercial-office uses on approximately 9.6 acres located on the west side of the Volker Campus and southeast of the Country Club Plaza."
The University places as a priority construction of new student apartment housing.
"The Student Apartment Housing and associated parking must be constructed and ready for operation no later than May 2008," the development plan states. "Construction of all other planned facilities must be completed no later than March 2011."
Aside from Twin Oaks, two other University buildings are included within the project: the 51st St. Annex building and the 215 Volker building.
Once a developer is selected, the University will be under a long-term land lease on the site selected by the developer.
The developer is then expected to complete certain tasks and follow guidelines to commence redevelopment. Those tasks include: demolition of Twin Oaks, the 215 Volker building and the underground parking structure; possible demolition of the 51 Street Annex building; design and construction of a Student Apartment Housing Complex with a minimum of 500 beds; the design and build process of 20,000 net rentable square feet (NRSF) of University-related offices; design and construction of parking for all uses; and any further design, build projects proposed by the developer.
