Floyd offers new tuition proposal

University of Missouri System President Elson Floyd recently announced a tuition plan for the four system campuses. The new proposal ties tuition increases to inflation rates. It also ties tuition rates and inflation to state support.

Floyd had abandoned his plan for a tuition freeze, under which incoming freshmen would pay a set tuition rate throughout their course of study. He traveled the state this summer advocating a tuition freeze but decided not to pursue the plan based on response from students and others.

Floyd commented in a news release on his decision to change tuition plans.

"I have said from the beginning that guaranteeing tuition was not an idea that I would support without Missourians' stamp of approval," Floyd said.

Missouri Commissioner of Higher Education Greg Finch asked college and university leaders weeks ago to prepare for possible budget cuts of up to 10-12 percent. A 10 percent cut for UMKC would translate to $2,331,843.

At last Friday's UM Board of Curators meeting Floyd asked leaders at each campus to cut administrative spending and save a total of over $12.4 million. He recommended consolidation of programs and services as an additional way to achieve this goal.

"I urge you to consider vacancies, retirements and changes in employment status (elimination of jobs) to facilitate achieving this objective," Floyd said in a memo to chancellors and vice presidents.

Floyd requested reports from campuses in April, with a final report on cost reduction due in June. After approval from curators the plan would go into effect by July 1.
